3-About Napoleon
In a treaty of 1795, Spain had agreed to giving Americans at New Orleans the "Right of Deposit". This treaty had been suspended in 1798. This caused stimulation amongst Westerners. In 1800, Spain had transferred Louisiana to France by the secret Treaty of San Ildefonso. Napoleon Bonaparte the 1st (Emperor of France) had then assigned an army and a general for the occupation they had been given.
